It could be clean inside if the thermostat was working. But if it was running cold there could be a lot of sludge in the pan from water condensation that was never cooked off.

I'd just clean out the pan and stop there, the rest of the engine will probably look surprisingly clean (mine had an inch of greasy gunk in the pan but everything else was fine).
