If you have your # 1 cylinder on tdc you can set both intake and exhaust at .014. I assume you are using the scribed mark on the flywheel. What I did on my 49 Super A, when I had the motor apart, I scribed and filed a mark on the crankshaft pulley in line with the woodruff keys on the crank, so I could easily find TDC without lying on my back. I also painted that file mark white to identify it easily. You can rotate the motor by hand and listen to your magneto click, every quarter turn brings you to your next cylinder TDC. Firing order is 1-3-4-2. You can then set each cylinder this way. Hope this helps.
