Should I see deal? IH 544 Hydro

The 544 Deisel Hydro, that comes with 3 sets of wheel weights, Chains, IH Cab, 2100 model loader. I offered the guy $3200. He is hesitant but says hell take it if i got the money. Starts right up, his grand dad bought it new. Has 4000 hours on it. Very little PTO usage. Every thing works. I will do the lock the brake test and put in drive to see if it kills to test the hydro, at least that is what i was told to check. Any mnore suggestions before i do the deal? Father in law says it a lot tractor for 3200. For $200 more I get a 6 ft brush cutter/Mower
