The timing is checked by turning the motor to line up a pointer on the front cover and the first of the double notches on the crankshaft pulley. Your impulse coupling should just trip. Did you get a manual with the tractor ? They are very useful in operating and maintaining an old tractor. The IT and IH service manuals are a good start. An Operators manual will be good for keeping the tractor running. It will cover setting the timing in detail (see page 45). I like a parts book because it shows all the parts and how they go together.
