Expanding a bit on the posts below, some possibilities: 1 - Failed thrust bearing on the bottom of the bolster pivot shaft (carries the weight of the front half of the tractor). This can cause the bolt heads fastening the lower bolster to the pivot shaft flange to scrub against the underside of the fixed bolster. Also can cause the top of the pivot shaft to rub rub on the underside of the steering gear pot cover. 2 - No lube in the steering pot - causing excessive drag in the worm gear set and pivot shaft bushing. 3 - Bent pivot shaft. Suggest taking the load off the front wheels by jacking the tractor at the clutch housing. If the steering frees up the problem is #1. If it's still stiff suspect #2 or #3. Or simply remove the cover from the steering pot and peek inside. What you see will let you figure out pretty quick where the problem is. Good luck!
