I believe the PTO on an M is a pretty simple mechanism. Two bolts, and the entire unit slides out the rear. My first suspicion is worn linkages, then maybe bearings. If my understanding of the mechanism is correct, there is a sliding collar that joins two shafts together when you shift the PTO into gear. What's probably happening is that the collar isn't sliding very far onto the second shaft.
