H TUNING

I have a 47 "H" that I have been bringing back from the dead. All new starter, tune up kit, wiring, gas lines. Tractor worked OK during the summer, a little rough. Then it got a lot rough. Re-checked plug wires, plugs all equal, wiring seemed ok. Did a carb rebuild. Now, only runs on full choke, and rough.

What did I do wrong ?
