Put one weight on each side using 2 short bolts, 180 degrees from each other, then install the second weight using 2 of the long bolts, going through the wheel, the first weight, and the second weight. The job will be much more manageable that way. It will take 2 people, one guy with a strong back to lift the weight, and another person to guide the bolts into place. If I remember correctly, those weights weigh about 150 pds. each.
