Your suspicions are correct that the clutch to the PTO is out. The clutch is more a clutch pack than a conventional clutch. I have replaced 2 in a 574 and it is not too bad of a task. You do not have to disassemble the tractor as the clutch pack can be accesssed thru the cover plate after removing the fluid. The pto shaft is removed from the rear , another rather easy task. The hardest part of the task due to working in a tight space and poor light is extracting a dowel type pin. If I were to do another replacement I would make myself a drop light using a 12 bulb from a car and a light socket requiring 2 wires. These 2 wires would be connected one to ground and the other to the hot and then I would insert the light into the housing to where I could see a lot better. Good luck
