You are probably correct that it is running too rich. Check to make sure that the needle and seat are sealing, there is not gas in the float and that the float level is set correctly. If all that checks out I would suggest that you take the intake hose off the carburetor and see if that makes it speed up. If it does, you have a restriction in the air cleaner/intake pipe somewhere. The only way that I know of to lean up carburetors without mixture screw adjustment is to put in different size jets.
