When you manually rotate the throttle lever on the carb towards idle, does it slow down? If it does, that should rule out the carburetor. Cenrifugal force acts on the weights in the governor, causing them to move outward, against the pull from the governor spring. The levers on the weights act on the sleeve and thrust bearing in the governor, which acts on the fork in the governor. I SUSPECT you'll find the problem in the weight, thrust bearing, and fork area.
