400 won't idle down...governor ?

Hello all ! My trusty old 400 has taken to not wanting to idle down. Runs fine, throttle response is fine and the governor appears to work correctly on the high side (even though it grabs a bit hard). No hunting or anything like that.

Makes it a pain because she wants to diesel when you shut down due to the high engine speed.

Searched old posts and decided maybe the governor spring is weak or the works are gummed up a bit. Am I on the right track ?
