F14 Sleeve Questions

I am installing the sleeves on my F14. 3 go in real easy and turn without the seals, the 4th will go in, but it takes some effort. It may be real tough to get in with the seal. The block was baked and is clean. I have cleaned the area where the sleeve rest, top and bottom. Should I worry about the tight fit, or is there something I should do? Also, I understand IH did not serial # the engines. Mine has the serial number stamped on the fuel pump mounting boss, and it matches the tractor #. Is this coincidence, or added later, possibly during a rebuild? Thanks in advance.
