There is one shaft that runs through the tractor from one side to the other, the two brake pedals are mounted to this shaft on the right side, and the clutch pedal is mounted to the same shaft on the left side. The clutch and brake pedals are supposed to pivot on this shaft, but things do get sticky sometimes. Locate the place where the pedals are mounted to the shaft and spray liberally with penetrating oil such as WD-40 or similar, work the pedals back and forth by hand and keep spraying the oil. It may take a while, but things should begin working again. This is a common problem with any old tractor that sits outside.
