Turn the slow idle adjustment all the way in til it just seats and then back it out 1 turn.
If it has a high speed adjustment I'd set that similar. Start the tractor and warm it up. Idle it down at the throttle stop as parts man said then adjust the low idle screw in til it stumbles some then out til it stumbles. Then find the sweet spot between where it idles best. Open up the throttle so it is running full governed speed (probably around 1800) and adjust the high speed needle out til it's noticeably rich then in til
any black smoke just clears up. I always try to set these tractors on the rich side, they seem to make best power there. Run it around to see how it performs under load. Tweak the high speed adjustment this way or that for best power.
If you find it not responding to adjustment you should rebuild the carb. I always tear them down and soak all the metal parts in carb chem-clean overnite and blow out all the little passages with compressed air.
