If it is a C-60 and it is surging, most likely you got governor problems. Make sure that the spring is clean and moves freely when the shaft is rotated. Make sure that the linkages are clean and has little or no play in it. If you go to the link below, then click on the Numbered Cubs, there is info on the 154. It should apply also to the 184/185 series. The TC-131 Parts Manual should help with diagrams and directions. Should be the same procedures. Hope this helps
