That surge bumper adjustment at the front of the gov should fix it if the engine is otherwise running in good order. If you can stop the surge by holding the gov linkage steady at full throttle on the throttle handle the surge bumper screw needs to be tweaked in just til the surge stops. If you tighten the bumper too tight it won't surge but the governor won't work properly. You'll see. You won't break it. It's a simple adjustment. If it does not work you have a problem elsewhere possibly an air leak in the carb or manifold or a fuel delivery problem or an ignition problem, etc., etc...
