Interesting and difficult problem. You'll probably need the factory manuals and even then they may not show what you need. I'm inclined to think you will need to go in to insure a proper fix and peace of mind it is fixed properly. Am I corrrect to assume this oil supply drilling is in the front cover and crossing the gasketed interface between cover and block? I'm not familiar with 460. Have you any way to verify it is blocked such as plumbing a vacuum pump or large syringe on it to suction it or otherwise determine it blocked or clear? Just brainstorming. The 90 degree is probably a tight corner. One drilling intersecting another? I'm wondering if a length of speedometer drive cable less the outer sheath could be used to snake it and drill thru the odstruction if it is a gasket or excess shellack covering a hole. If the 90 degree bend is tight you may be done. Music wire may be flexible enough and stiff enough. But how will you know it is clear? All of this seems blue sky, risky. I would hesitate to back flush it by pumping oil in or using compressed air. Do you think it is a pressure fed drilling? If so it would seem it must be metered in some fashion perhaps with a restrictor orifice. One concern I have if this leads to an oil gallery is the introduction of debris into a main gallery that might then find it's way to engine bearings or cam bearings or wherever it would not be tolerated. If it were supplied by a non pressurized oil drain back scheme in some fashion you might be OK to back flush it. All of this is conjecture, not knowing. Not much help here I guess.

Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
