Super A idle adjustment

I have 1949 Super A with a Zenith carb. with a fixed high speed jet. I have rebuilt the carb and everything seems to work fine but my questions concerns the idle adjustment screw. When I have the tractor idling I can screw the idle adjustment screw all the way in or all the way out till it actually comes out of the carb. and the engine has no reaction at all. Should I be worried about this ?? Is something wrong or plugged ??? I just set it one turn out for now. As always thanks for the help. Mike
