It sounds like the problem occurs when the engine is at less than full vacuum. I don't know about this engine specifically but just using general knowledge. Does the engine have some sort of crankcase ventilation system, PVC system or other emission system? I remember back in the 60's some car engines were designed to activate the PVC system only at less than full vacuum. Have you checked for a dirty or plugged crankcase breather filter, clogged breather lines to the carb/air filter or stuck PVC valve? Good luck.
