Cub hydraulics Troubleshooting

I’m working on a Cub that the hydraulics stopped working. They worked a week ago, now nothing. I don’t know much about Cub’s, I own a Ford 2N. I cannot get the rear hitch to go down at all, even standing on it and moving the lever. Are the hydraulics powered both ways? On my Ford it will go down with the engine off by moving the lever (or leaving it set for an hour, but that is another rebuild issue). I did take out the big bolt at the top of the cylinder and stuck my finger in and couldn’t feel any fluid. But since it will not go down, this tells me something is jammed up in the cylinder. This may be a wrong assumption as my experience is on different systems.
