HI Mark! The safety/regulater block is indeed the one between the hydraulic valve and the side of the tractor. Clean everything REALLY well, and take it off, and remove the FRONT cover plate. THere will be a pencil like screen in there. If it"s plugged, it might cause your problems. I also suspect other problems, but we can get into them after you clean that screen. Let me know what you find, and we"ll go on from there. - Ibby
