If you put new rings and bearings in the engine, it may be a little too tight for the starter to turn. See if you can crank it by hand. If it is bound tight, then you need to do some investigating. If it just turns a little tough, get a friend to pull start you the first time (4th or 5th gear). Just for future reference, I turn the engine by hand after installing the crank bearings, then after installing each piston(new rings) and its rod bearings. It should get a little tighter as you go. That way if it gets real tight, you know where the problem is and can fix it before going any farther. It's not uncommon for the newly overhauled engine to be too tight for the starter on these old tractors. Good Luck!
