IH Wet brakes Need Diagnostic HELP!

Have a 84 series Ih tractor, with the hydraulic oil bath type disc brakes. When both peddles are applied the brakes work great every time (or so it seems). When the peddles are seperated and applied seperately the right, especially, will go all the way down and stop slowly or not at all. The left does the same thing, but very intermittenly. Any ideas?
