Chris Brian is right with what he said. The other broblem could be that the steering valve might not be working. It is in the front end, the splined shaft that comes out thr back left of the bolster housing must move in and out a little to activate the valve so check that by rocking the steering shaft right and left a little to see if the shaft is moveing in and out a little. If the splines are tight in the u joint then the steering shaft needs to move clear to the steering wheel front to back a little so the valve can open and close.
