Sounds like you haven't used that tractor for awhile. Probably some rust on the flywheel and/or pressure plate. I've had to start up tractors in 1st gear or reverse with the clutch depressed all the way down and "rap" the throttle up and down and this will sometimes release the clutch. Be sure you have plenty of room when you start it up and no one is nearby that could be in danger of getting run over. Also, make sure you know which way the tractor will move when it's started up and that the front and rear of the tractor is clear of barn walls, trees, trucks, people, etc.... If that doesn't work, you can also chain the tractor to a "dead man" (oak tree or something) and crank it over in gear with the clutch depressed all the way. This can be hard on the starter and you'll need a good hot battery. As a last resort, you can try filling up the bell housing with diesel fuel and soaking for a few hours. That will free up the clutch and it will evaporate once it's drained out.
