1. The adjustment located on the cylinder head pivot may be your problem. Disconnect the rod that is attached to the back of the governor & use your hand to hold the governor arm wide open with a friend checking the engine speed. 2. Be sure the governor shaft tang is correctly installed in the carburetor throttle valve notch and then check that the clevis link is adjusted correctly. (look under small cover with pipe attached to it. throttle lever open, carb shaft wide open, pin just slides in the clevis) 3. If that doesn't work, take your governor spring to NAPA & get one just like it. Their spring is slightly stronger than the IH one so you should be able to get more RPMs out of the engine.
