Have you played with the jets while tractor is running? If there is no change when you turn in and out, probably something is plugged in the carb.

Make sure tractor is warmed up good, and I noticed with mine that book settings were only a general.

Just for the heck of it, cover the radiator and let the temp come up to the high side, (not overheat)and see if it makes a difference.
