You call them tappets, I call them lifters. Same thing. I am not sure of the exact purpose of the bar in question. Like you say, the engine will run fine without it. I think I would try to locate one and install it, there must be a reason for it or the engineers would not have put it there in the first place. It should be easy to find one.
