If for some reason the rocker arm or pushrod fails that tappet stop bar keeps the lifters from flying up out of their bore and getting in the way of the other lifters and possibly causing one or more of the valves to not close. There's a LOT of clearance between the valves and pistons in those old IH engines so no further damage would occur. Same part should be in an H thru 350.
