I don't have any body shop experience, but FWIW, I've done two like that. I would either wire brush or sand blast it inside and out, use a spray on rust converter, then fiberglass it from the inside. Use some sort of makeshift mold on the outside or the fiberglass mat will just sink through your hole (you get 3 guesses to how I learned that, and the first two don't count!). For these repairs I like the thicker fiberglass gel kits where you make a sandwich and apply it as a unit. And the A & B grills are not the same. The B grill bottom sections are cut similar to the C grills for the different front bolster. You could probably recut the bottom of an A grill to make it fit, but your's isn't that bad. I'd just go ahead and fix it. Stan(VA).
