Simplest method I know is to use a hand held tach that you hold against the PTO or belt pulley.
Do the ratio calculations to see if your engine is up to "snuff"
If my memory serves, about 585 pto rpm is what an H runs when wide open & no load. Should run 540 pto when loaded down on a dyno.
The little Vibra-Tach works ok also.
