That cap you are talking about is in the bottom of Most H Pumps It comes off sometimes when you pull The rod all the way back and it stays there untill you build full pressure then the valves kicks out and that cover falls off. I did something when I had mine apart the last time to get it to stay there better cant remember what I did now as for the rest I would have to see pics to tell what you are talking about I have a few pumps apart for parts if you let me know whay you need I am from NY.
