Try grounding the field terminal on the gen to see if that makes it charge. Then polarize it. You can run with the field grounded unless he was playing in the reg and has set the current to high. This is why you dont play with the settings on the reg. Simple test is grounding the Feild on the gen makes it charge this means the reg is bad. And if grounding the FIELD doesent make it charge the gen is bad assuming the gen has been polarized correctly.
