FC: Ludwig has your best solution. I had a problem once with people who like using waterways. I knew a couple of these guys, so went to them and suggested I may have to install a gate with a lock. I indicated that I didn't like that idea as I would have to always stop and open gate. I didn't mind people using my roadway as long as they stayed on the roadway, and not damage the road bed or ditches. The two guys I knew just liked going in my roadway and spending a quite afternoon fishing. My road went for about 1/2 mile along river bank. Both these guys were in their 70s or 80s. The problems stopped, they policed this problem for me.
