you measured that with a ring set square in the cylinder? .164!!! Did you check more than 1 ring? Several places in the bore? That number is sooo large it makes me wonder what you have there and recommend that you check more rings in each cylinder and check all the cylinder bores for taper and size and also check piston fit in the cylinders (if you plan to reuse the pistons) to make sure all is well and someone hasn't just stuffed some misfitting parts in there to get it going and sell it. Good luck. You have found your problem, now fix it right.
