Aha! Well, you've already answered a question that I was going to ask here. Our 460's right brake will grab much as you describe. Every time with a light, controlled touch on the pedal, you will hear a DAAAKK! sound, then the brake wants to grab and pull the tractor to the right. It's a bit unnerving in road gear. I will pull that cover and give 'er a look. I want to add here that there is simply no excuse for having bad brakes on tractors set up with the IH disc system. They are so easy to change. I bought new discs last month at $13.50 each.
