It sounds like you have a Fast Hitch Set up. In that case, the hookup at the front is only to adjust the tilt of the implement and has nothing to do with the lifting. The cylinder you speak of does the lifting. Sounds as though you may be missing some parts that the cylinder mounts to. Also, you must have a remote valve to work the cylinder. Adding the remote will require tapping into the hydraulic system in a way that was not a normal part of the c without the fast hitch.
