fast hitch mower

I went through the lot of an upcoming consignment sale today and found a 7' fasthitch IH mower/small points. It looks like it has seen very little use. There's no belt shield which probably had the number on it but it is stamped 12/13/61 on the left side. Also it has two chains on the front that it's setting on so I can't see what the ends are like. What tractor would that have been made for? What are the chains for?, and would it fit a super c although I have know use for it. I just like dragging home fast hitch stuff. Thanks, Jim
