Blown Hydraulic Gasket

My dad has a '75 model 140 he bought new and has always had trouble with it blowing the big gasket under the cover on the valve body. Today I noticed the two check valves on each side were protruding about .025 in. above the surface of the valve body. I could see where they had been making contact with the cover. Shouldn't these valves be flush with the valve body surface? Looks like they have been keeping the cover from making good contact with the body. The gasket always blows right around these check valves.
