If the pan is on the tractor and in an awkward place to work on it, remove the pan. If you haven't played the heat card enough, try that again. Beyond that, I'd prolly saw it off so I'd have access to a hole thru. If the wall is thick I might drill or ream it some to thin it. With an appropriate file I'd file 3 or 4 slots radially out toward the threads til I got real close to the female threads in the pan. Then I'd punch or chisel it in toward the center. It will break out. Clean up with a tap. Use pipe dope on new fittings. If the fitting in the pan itself is soldered or brazed in you may have damaged that with the heat or forces applied and you''ll have to clean it up and re-solder or re- braze it.
