The three longer studs with washers go in the center of the head roughly along the long centerline under the rocker assembly. If you have cleaned up the top surface of the head really well, you can see 3 sleeves that are pressed into the head casting. They go through the water jacket so the bolt stresses don't collapse it. IHC designers in the late 1930's felt it was much easier to bore the head and press in sleeves than to have core problems at the foundry.

That said, I also recomment that the 4th and 5th longest bolts be used at the throttle lever bellcrank support. I stripped a nut here on my H because I didn't pay attention to that little detail.
