Assuming you have polarized the generator, if you are using an accurate meter, preferably a analog unit, (as digital meters can puke from all the electrical noise generated by these old ignition and charging systems), and you are only getting 6.4 Volts out of the generator with the field grounded, you have a defective generator. About the only exception would be if you have a battery with a shorted cell, and the generator is charging it's guts out trying to bring the battery up to about 7.4 Volts. You can check for this by letting the battery sit over night without running the tractor, or charging the battery. The battery voltage should be in the 6.2 to 6.3 volts range. A reading considerably below this would indicate a bad cell.
