Hi Don, Im not sure if I understand you correctly. The govenor was designed to maintain a certain engine RPM regardless of what load was put on the tractor. With that said, if you had your throttle set to run the tractor at 1000 RPM and you drove the tractor up a steep incline, the govenor should come close to maintaining that RPM up the hill. Do you have the manual for the tractor, and have you adjusted your govenor with the carb? The inside of the govenor is pretty simple, as the weights in the govenor pivot outward they inturn push your thrust washers out which in turn moves your carb linkage. You can find the adjustment in the archives if you dont have the manual. scotty
