Don't know the answer for the govenor, probably an aftermarket upgrade for a piston increase.
The hourmeter was an option from IH. My manual for my Super C shows one available also. For them hi-tech farmeres in the 40's & 50's.. LOL
Most likely for keeping track of services, and rating fuel consumption.
