The valve stem is stuck in the valve guide. I don't think carbon buildup would prevent the valves from closing. Soak the stuck valve stems with penetrating oil for several days. Rap lightly on the stem head then soak again. Continue until the valve frees up. Oil can get into the cylinder past the valve stem. But, I don't think the valve stem - guide clearence is all of the problem. You need a set of micrometers - measure the diameter of the stem and the bore of the valve guide. Couldn't find the clearence but somewhere around .001. You have the head off. I think I would go ahead and do an in block overhaul. Pull the pistons, clean up the cylinders, and rering the pistons. Check the mains and rod bearings.
