TD-18 Snap over clutch

On my 18's clutch engagement dogs, I'm not able to adjust it to where is 'snaps' over into fully engaged. I've adjusted it in and out. Is there a roller on the dog which presses the clutch face against the disc, or is it just a hardened surface on the dog? It just won't snap over center.
