That hole is supposed to be there. The purpose is to not fill up the manifold with fuel if the float sticks, which in your case sounds like exactly what is happening. You need to check out the float to see if it's sticking down and allowing the carb to overflow. Imagine what a full manifold of gas will do if it gets the right ignition source! As for the choke shaft, there is no easy way that I know of other than to drill it out with a very tiny drill. That's about the only way. Hope this helps!
