Almost certainly it's a broken spring in the governor. The governor will have to come off for repairs. Perhaps, if you're carefull, the housing can be removed without taking the shaft, weights, and gear with it. If you remove the shaft, or move it enough so the gears get out of mesh, or it uncouples from the distributor, you better have the engine set to #1 TDC on the firing stroke, and/or understand the timing procedure.
