1940 H Govenor oil

I have a 1940 H, is there an oil level for the govenor? when i open the cap i can't see an oil level. I'm using 30 weight non detergent for everything from engine to transmission and hydraulics. what oil weight should i use for the govenor. Thanks in advance MAC
